Quirks

origin sits behind the same WAF as SIGMINE - the default UA is rejected, so a browser UA is set for this fetcher
cp1252, not UTF-8: decoding as UTF-8 mojibakes every accented holder name and silently breaks the SIGMINE join
the CPF/CNPJ column carries individuals too, as an 11-digit CPF - a natural person's tax id, dropped rather than stored
only 7 of the 12 phase names resolve; the rest 404, so the file list is verified by request rather than inferred from the phase taxonomy
287 holder names map to 2+ distinct CNPJ roots - genuinely separate companies fused by SIGMINE's name key. Those get NO same_entity_as edge, because asserting one would silently pick a winner

Ingested for the CNPJ, which SIGMINE omits. The processo join is the only way to see holder names that fuse several companies - a name-collision sweep over our own graph returns zero, because the second company has no record there.
