CO-3 adds the IMPORT base (named Colombian importer + foreign shipper + B/L) as a derived digest: named importers (demand mirror) + foreign-shipper->importer edges.

Monthly xlsx-in-zip declaration bases, operator-archived via `strata co-dian pull` (idempotent; permanent archive at source, no rolling window). Export months parse to operator-level export SupplyRecords AND company-to-company TradeEdgeRecords (named exporter -> named foreign consignee -> destination + FOB; CO-2 shipped). The import side (foreign shipper + BL number) is the CO-3 phase. CO-3: the IMPORT base (163 cols, ~277MB/month, too heavy for on-build parse) is precomputed offline (`strata co-dian import-digest`) into a committed derived digest the fetcher reads cheaply - named importers + import edges (B/L numbers retained in the archive for the CBP join).
