Quirks

demand-side only - emits DeploymentRecord (tonne_crude_steel basis), NEVER a commodity supply classification (a steel mill consumes Ni/Mn/Cr, it does not produce them)
nominal capacity is in ttpa (thousand tonnes/yr) = kilotonnes/yr, mapped straight to capacity_kt
operating + operating-pre-retirement = installed stock; construction + announced = pipeline; retired/cancelled/mothballed dropped

Cache-only; operator drops the vendored XLSX into data/raw/gem_iron_steel/<vintage>/
