Quirks

the vacatur signal is LAST_ACTION_CD, not VACATE_DT: 712 genuinely vacated actions say so only in the action code (ten spellings), while VACATE_DT marks 80 replaced-by-order artifacts - both classes are dropped
a 'citations' figure may count only citations: CIT_ORD_SAFE separates citations (2.94M kept) from orders (86k - 104(b) withdrawal, 107(a) imminent danger) and safeguard/written notices (8.1k); the three ship as separate columns
a citation or order is an inspector's action reviewable in contest proceedings - never a final order of a court; the contested count travels
